Just a few clarifications on Machine Pitch Rules:

COURTESY RUNNER

A courtesy runner must be a substitute if one is available (Someone on the bench) IF you hit a continuous line up then your last out will be the courtesy runner. A courtesy runner may only be used for the pitcher or catcher. PITCHER AND CATCHER FOR LIVE PITCH ONLY.

IN MACHINE PITCH IT IS THE FOLLOWING:  A courtesy runner for catcher of record only the previous inning may be used. The courtesy runner shall be the player that made the previous out. If no outs have been recorded in the game, the courtesy runner shall be the previous batter not on base.

 Machine Pitch Clarification: All 4 outfielders must assume an outfield position that is behind the baselines of a normal field. Our machine pitch fields are grass fields. As tournament director, my ruling is that all 4 outfielders must stay at least 15 feet behind the bases in the outfield since we have no drawn baselines from 1st to 3rd. 

HOME TEAM

In Pool Play Home team will be determined by coin toss. Once in bracket play, the highest seed team will have the option of choosing home or visitor. In the Championship game, home team will again be determined by a coin toss.  In all games, home team will appoint a scorekeeper who will be the official scorekeeper and must record the game in the official scorebook.

 

Machine Pitch Rules

Machine Pitch coaches please review the change in Rule 4 of the Machine ptich rules in regards to Baserunning. There will be no stealing.

Jugs machine will be set at 42 MPH for the 8 year old division and 40 MPH for the 7 year old division.

TOURNAMENT RULES

2011 Season

ENTRY FEE PAYMENT POLICY

All tournament entry fees are required to be pre-paid unless arrangements are made with Randy Bearce the tournament director. Teams that are not paid in full will not be allowed to start their first game!

REFUND POLICY

If you have paid your tournament entry fee and the tournament is cancelled due to weather or lack of teams, you will receive a FULL refund.

If you pull out of a tournament BEFORE the brackets have been posted, you will receive a FULL refund. Brackets will generally post the Wednesday before the tournament begins.

If you pull out of a tournament AFTER the brackets have been posted, but prior to the start day, you will receive HALF a refund.

If you pull out of a tournament on the start day or are a “no show” you will receive NO refund and your games will be listed as a FORFEIT even if the brackets have to be redone.

Those teams that make arrangements with me, Randy Bearce,  the tournament director and are allowed to bring your tournament fee with them and they back out of that tournament they will be billed for their tournament fee and not allowed to compete in another USSSA tournament until the bill is paid.

You will receive 3 Coaches passes at check in!


 
Water Coolers

No coolers are allowed in the park.  Water will be provided in each dugout.

RAIN OUT REFUND POLICY

If a tournament has been rained out or cancelled, the following guidelines will be used regarding refunds to teams that have paid.

If your team has played:

No games - FULL REFUND on entry fee.

One game – HALF REFUND on entry fee.

Two games - NO REFUND on entry fee.

Refund checks will be made out to the team manager and mailed out the week following the tournament. If you are entitled to a full refund and I have the original check from you, it will be returned with “VOID” written on it.

Rainout information will be posted on the www.jonesborotournaments.com site as soon as a decision is made to cancel or restart games after a delay. You may also call my cell at 870-351-1024. I will text out rainout information to the coaches.

Fans will not receive a refund due to rainout!

The only forfeit that will appear on a team’s score will be if a team does not show by 10 minutes after game time.

If a team / manager ejection results in a game forfeit, the score entered for the game is as follows: At the time of the team / manager ejection the score stands, unless the team / manager ejected was leading. If the team / manager ejected was leading the team trailing will be awarded one more run than the team / manager ejected. (Example: “Team A” gets ejected and was winning by a score of 8-3 over “Team B”. “Team B” will be awarded 9 runs so that the final score is “Team B” 9 and        “Team A” 8).

This also applies to pitching violations. Same as USSSA State and World Series


 
COACHES

1.       The coach who turns in the line up to the plate umpire at the plate meeting will be the head coach and only he may address the umpires during the game.

2.       Only 4 coaches will be allowed in the dugout during the game. The Coaches names must appear on the lineup card.

3.       Only 1 coach will be allowed out of the dugout while the team is on defense. This coach must remain in front of the dugout area.

4.       Base Coaches must remain in the

Coaches Box.

LINE UP

8.03D.1  Teams may bat a (9) player line up, a  (10) player line up using a Extra Hitter (EH) or a continuous line up of all present uniformed players. Such line up must be declared before the start of the game at the plate meeting and used the entire game.

If you choose a continuous line up you will be allowed to courtesy run for the pitcher or catcher with the player that made the last out.

If you choose a continuous line up and a player is ejected or injured, you will record an out in his batting position.

If you choose the continuous line up, you will have free substitution of players EXCEPT for the pitcher – all pitching rules apply. If a pitcher is removed from the mound he may not return for the rest of the game.

GAME TIE BREAKERS
 
During the initial round of POOL play, at the end of regulation time limit if the score is tied, it will be ruled a tie. "International Rules" will only be in effect during bracket play games.

“International Rules” The last out in the lineup is placed on second; the game is then played as usual. After the visitors bat and three outs have been made. The home team does the same!

POOL PLAY TIE BREAKERS

1.       Head to Head (if there is a three way tie (or more) this tie breaker is skipped)

2.       Fewest runs allowed

3.       Most runs scored

4.       USSSA Points

5.       Coin Toss

SPORTSMANSHIP

GOOD sportsmanship is expected by players, coaches and fans at all times. The umpire will handle any disputed calls on the field immediately and finally. Unruly coaches, fans or players will be removed from the park for the duration of the game in which their conduct!

EJECTIONS

If a coach or player is ejected from a game, MOST of the time he will be allowed to return to the next game. I (Randy Bearce) as the tournament director reserve the right to decide as to the intensity of the offense that got you thrown out in the first place. Example: If a coach argues a call with the umpire and is thrown out, generally he will be allowed to return to the next game, however if he uses profanity and threatens the umpire before or after he is tossed, he will not be allowed in the next game.

INJURED PLAYER

If a player is injured and cannot continue play that players team will be assessed an out if the team hits a continuous lineup with no substitutions. If the line up falls below 9 players, an out will be recorded for the injured player’s spot in the batting order. If the injury occurs while the player is on base, and he cannot continue play, and there are no substitutes, the injured player can be replaced on base with the last recorded out player. If this is done however, the injured player will be removed from the games line up and not allowed to return for the duration of the game.

LINE UP CARD

Each manager must prepare a minimum of 3 copies of their lineup, listing first and last names and numbers of all players and subs on their roster, prior to each game. Please make sure each copy can be read.

SCOREBOOK / SCOREBOARD

The home team is responsible, for the scorebook. Visitors will be responsible for the scoreboard. COACHES are responsible for checking the score at the end of each inning.

Championship Games will be played out to the full length of innings indicated above. No time limit (unless specified by the Tournament Director before the Championship due to weather,etc.)! Extra Innings in the Championship game will be played using "International Rules".

RAIN SHORTENED GAMES

COMPLETE GAME IF THE NUMBER OF INNINGS LISTED BELOW ARE PLAYED

PITCHING LIMITS

We will play by the USSSA National Pitching Rules (as of 9/8/10)!

PITCHER CHANGES DURING THE GAME

Coaches are responsible for notifying the home plate umpire of all pitching changes during the game.

BRACKET GAMES
Bracket games will be played out until there is a winner. International rules will be used if the game time is used up and there is a tie, International rules will be used each inning after game time until a winner is declared.

CHAMPIONSHIP GAME

All Championship games will be played out the full number of innings allowed for that age group (unless specified by the Tournament Director before the game due to weather, etc.). If the game is tied after that number of innings, the game will continue until a winner is determined. International rules will be used. Run rules are still in effect.

GAME BALLS

Each team must provide two new baseballs per game. USSSA stamped baseballs are preferred.

TOURNAMENT FORMAT ALTERATIONS

Arkansas USSSA Baseball Directors reserve the right to alter, change, or abbreviate the tournament format, when necessary, in order to complete the tournament or correct errors.

GATE ADMISSION

In all Jonesboro USSSA tournaments – except State and World Series – admission will be $5.00 for adults and $2.00 for children

TOBACCO

Use of tobacco product is prohibited in JOE MACK CAMPBELL PARK!


 
 
 
 
 
 
 
FINAL NOTE

The city of Jonesboro has been very generous in allowing us to host these tournaments. Jonesboro Baseball thanks the city for the opportunity to use these facilities. Please help us keep trash picked up in the dugouts and around the facilities! We believe that the respect of a ballpark and ball fields is something that we can teach young players by example. We also get to watch our kids play the game that we all love! We hope that your experience with Jonesboro USSSA Baseball will bring you back to Joe Mack Campbell Park again and again!

Jonesboro USSSA Machine Pitch Rules
1.  Bases will be set at 60 feet.
2.  The front legs of the pitching machine will be set at 42 feet from home plate. The speed will be set at 42 MPH for 8 year old division and 40 MPH for 7 year old division.  
3.     A runner cannot leave the base before the ball has crossed the plate. 
4.     Runners shall not lead-off or steal bases. A runner is out for leaving the base before the ball is hit or reaches homeplate. 
5.  10 players will play in the field with 4 outfielders. The 4th outfielder is not allowed to assume an infield position. All outfielders must be behind the baselines.

6.     Batting order shall consist of every player on the roster that is in attendance of that particular game.
7.     Maximum of 6 runs per inning or three outs, including the last inning.
8.     Defensive player known as the pitcher must stay in close proximity of the machine and behind front legs of pitching machine until ball is hit. Per umpires discretion.
8a: Penalty: Play continues. After play has ended offensive team has the option of taking the result of the play or no pitch.
8b: Additional Penalty: 1st Offense Warning to coach and pitcher. 2nd offense removal of player from pitcher position for the remainder of that game.
9.     Free substitution on defense. Batting order must stay the same.
10.     An offensive coach will feed the machine for their team while hitting. This coach will not be allowed to coach base runners.
11.     Any ball that hits the pitching machine or the pitching coach will be determined “dead ball” and the batter will be awarded 1st base. All other batters will be awarded ONE base ONLY IF FORCED.
12.     In case of rain the Blue Flame Pitching Machine may be substituted for the JUGS. This will be tournament directors call.
13. Game Time Limit will be 1 hour and 15 minutes or 6 innings. 3 complete innings or 2 ½ with home team leading will constitute a game in case of rain.
14.     Run Rules – 15 after 3, 8 after 4.
15.     No limit on bases for overthrows if ball remains in field of play. If ball goes in the dugout or outside the playing field then the runner gets 1 base.
16.     Infield Fly Rule is NOT IN EFFECT @ ANY TIME.
17.     Team may bunt a maximum of 2 times per inning.
18.     No fake bunting. If batter shows bunt and then swings the batter is out.
19.  Each batter will get 6 pitches or 3 swinging strikes. Batter will remain alive on all fouls including 6th pitch and beyond.  
20. A courtesy runner for catcher of record only the previous inning may be used. The courtesy runner shall be the player that made the previous out. If no outs have been recorded in the game, the courtesy runner shall be the previous batter not on base.
21.All other rules will follow Tournament Rules and USSSA Rules as posted for that Tournament.
